The Lower Basin Drought Contingency Plan is a multi-state agreement meant to stabilize water level elevations on Lakes Mead and Powell, and thus prevent the collapse of the over-allocated Colorado River system. The plan incorporates harsh cuts in water deliveries, particularly to Arizona due to its junior priority status. Arizona cuts will come from the Central Arizona Project in a tiered sequence. Because the agricultural pool will be cut first, irrigation districts pleaded for mitigation efforts to replace CAP water and construct infrastructure to resume total reliance on groundwater. Political expediency dictated that agricultural interests must be satisfied in order to obtain authorization from the Arizona Legislature to sign on to the LBDCP. The deals made to gain support will reverberate within Arizona water policy for years to come. The details of the deals will be presented, and policy issues described.
Speaker: Alan Dulaney, City of Peoria. Currently the Water Policy Administrator for the City of Peoria, Alan has an M.A. in archaeology from the University of Texas at Austin and an M.S. in geology from Northern Arizona University. He spent 18 years working for Arizona agencies (9 at ADEQ, 9 at ADWR) and has been with the City of Peoria for 12 years. Alan has contributed to AHS for many years as the author of our our monthly Government Goings-on columns. He served as president of the AHS corporate board prior to Mike Hulst.

Equity in Public Transportation Survey: Active Transportation Users
Deadline: September 1, 2019
The city's research team acknowledges the importance of equity as a measure of success for a public and active transportation vehicle (ATV) programs, such as bike or scooter share. Based on research conducted in 2017 and 2018 it has been concluded that not all agencies (public and private) have a specific performance measurement addressing success and equity. With your help, the research team wants to determine some of the reasons for this, as well as determine if a performance measure exclusively for equity is needed. Additionally, they want to understand what you think this measure should evaluate and whether it is of practical value. The results are anonymous, but you can let us know if you can be contacted for research follow-up. This is an 8-question survey and will only take 5 minutes to complete. Find the survey here<https://urldefense.proofpoint.com/v2/url?u=https-3A__asu.us19.list-2Dmanage.com_track_click-3Fu-3Dd7eccd5f0445e3eaafdf50f68-26id-3Dd3b333f6bc-26e-3D5630aae644&d=DwMFaQ&c=l45AxH-kUV29SRQusp9vYR0n1GycN4_2jInuKy6zbqQ&r=WkyAvOWvGSUuDO9JDZsEuW2OlUhwoB8CFi0LXdRVx3c&m=T9ZI72kqeBmBYYVwTx7yk-HJDHzJn5AgsUJwWBJp9gQ&s=Vk3IPgDU4kX8aN1CGiJLWUQfgfNIOX2bt6fZQT6PB1k&e=>.
