The Sonoran Institute is inviting proposals for two new project opportunities focused on the restoration and sustainable management of the Santa Cruz River in southern Arizona. These initiatives are supported by federal funding through the American Rescue Plan Act (ARPA) and administered by the Water Infrastructure Finance Authority of Arizona (WIFA).
We welcome proposals from qualified professional firms and organizations with demonstrated relevant experience. Summaries of each project are provided below, and complete information can be found in the attendant links to the Sonoran Institute website.

The ARC Board requests assistance from our members in providing input on the
soon-to-be initiated EIS that will address the ongoing sedimentation of
Horseshoe Reservoir.

Background

There are two dams on the Verde River: Horseshoe and Bartlett. Horseshoe
Dam is ~ 18 river miles upstream from Bartlett Dam. There are 5+ miles of
valuable riparian area habitat downstream of Horseshoe. Since its
construction in 1946 Horseshoe Reservoir has been accumulating sediment; its
storage capacity has fallen from 144,030 acre-feet to about 98,000 af (as of
2012). If nothing is done to control the inflow of sediment the reservoir
is predicted

Freeport-McMoRan Miami, Inc., Pinal Creek Project has applied for a renewal AZPDES permit for the proposed discharge of up to 9.36 million gallons per day of treated groundwater from the Lower Pinal Creek Water Treatment Plant to the Pinal Creek, tributary to the Salt River, in Gila County, Arizona. The facility is operated as a remedial action at the Pinal Creek Water Quality Assurance Revolving Fund (WQARF) site.The comment period ends April 11, 2025. Thank you Cindy. Sad news. Rich was a friend, although we did not see each
other very often. Met in 1972 at Cooper Ornithological Society meeting in
Flagstaff. We both lived near Wickenburg for several years. Were co-authors
on a paper with my mentors Roy Johnson and Steve Carothers. Had dinner
occasionally over the years. He contributed much to wildlife and riparian
science in Arizona.

Rich was a friend; I met him when I arrived in Tucson in 1973. I joined him and Bill Mader in the field for their Harris's Hawk project. A memorable morning . Rich was a colleague at Arizona Game and Fish and I valued his honest friendship. I shared what I did not know would be our last hug at the Santa Cruz Flats Raptor Count in January. I will miss knowing he is walking on this planet, and I will think of him often.

Thanks for letting us know, Tice. Rich was one of my coauthors on the Zone-tailed Hawk account for Birds of the World as well as contributing a paper to the first riparian symposium that we published. Sorry for a slow response to the inquiry below, but I've been in the field most of the last month. Here's some recent developments regarding the Hassayampa River mineral withdrawal, as well as a closely related mine development.

- The February 28 open house was packed. The conference room at the library was at capacity and they closed the doors. Clearly, there is strong public interest.
-The next step is for the Prescott National Forest to release a scoping notice and begin the NEPA analysis for the new withdrawal.

We agree with the principles expressed about having a holistic approach that takes into account the connection with groundwater and surface water. As Sustainable Tucson's environmental advocacy lead, I have watched in frustration as our legislators have proposed (and sometimes passed) bills that weaken our water protections and encourage bad policies. I'm afraid that the legislature has the power in regards to water policy.

Dear river conservation partners,

The Bureau of Land Management is accepting public comment on a request from the U.S. Forest Service to withdraw 3,739 acres of land in the Prescott National Forest for 20 years. The requested mineral withdrawal, shown on the attached map, would protect federal land along the Hassayampa River from potential impacts from new mining, oil and gas, and geothermal development, subject to valid existing rights.

From 1990 to 2022 a team of biologists has been conducting a mark-recapture study of the Animas Mountain snake community. The Animas Mountains are a privately owned Sky Island mountain range in the bootheel of New Mexico and are not subject to some of the anthropogenic factors impacting other Sky Islands. The Arizona Water Protection Fund Commission (Commission) is pleased to
announce that it will be offering a fiscal year 2023 grant cycle. The
Commission provides funding for projects that directly maintain, enhance,
and restore river and riparian resources; implement innovative river and
riparian research; and implement water conservation measures or programs
outside of the 5 Active Management Areas that benefit river or riparian
resources. The Commission will be accepting applications under all funding
categories (capital, research, and water conservation). Please see the

Here are some comments on WOTUS rule by Waterkeeper Alliance. I got these by virtue of my participation in a forthcoming EPA roundtable organized by Amigos Bravos of NM. The arguments about the closed basins may be relevant they may be relevant the perennial rivers in AZ that are considered isolated waters by virtue of flowing into closed basins. There are other aspects of the rule that you might also find of interest.

Gila Watershed Partnership is looking for their next Executive Director! I
have served as the ED for the past 4 years. The GWP has 7 staff members, 9
board members, 40 partner organizations, and over 300 volunteers. We run a
thriving plant nursery that supports our programs and are embarking on
several new and exciting initiatives. GWP is a wonderful organization with
amazing potential to create positive environmental and social change in a
critical area of the Gila Watershed. Although I am sad to leave the

The Arizona Water Protection Fund Commission (Commission) will be offering
a grant cycle for fiscal year 2022. The Commission provides funding for
projects that directly maintain, enhance and restore river and riparian
resources; implement innovative river and riparian research; and implement
water conservation measures or programs that benefit river and riparian
resources outside of the 5 Arizona Department of Water Resources Active
Management Areas. The Commission will be accepting applications under all
funding categories (capital, research, and water conservation).

We've been working with our interns in Sonora, and CLO, to put together the
pilot Sonoran Field Course

know, we cancelled last year due to COVID. Therefore, this summer will be
the first course entirely conducted in Mexico and in Spanish. We have a
stellar program to share with college age students and young professionals
interested in furthering their field skills in ecological restoration.

The Lower San Pedro Watershed Alliance is seeking an independent contractor to conduct and report on field-based responsibilities associated with managing a 1420-acre conservation easement located about 20 miles north of Benson, AZ on the San Pedro River. Because of the nature of duties associated with this part-time year-round contract, preference will be given to applicants who are based near this easement and who have a demonstrated commitment to the conservation of wildlife habitat and natural ecosystems.

We are excited to announce an upcoming community event coordinated by ASU on behalf of Rio Reimagined. In partnership with the River Network and the Ball Corporation, Rio Reimagined will coordinate a two-week clean-up campaign called "Masks On, Litter Gone!" From June 15-28, three communities (Metro Phoenix, Ft. Atkinson, WI, and Findlay, OH) will compete in a #BallLitterHaul challenge, picking up litter and recyclables - while wearing masks and following social distancing guidelines. This is an individual clean-up exercise that has collective impact through the use of a great app called 'Litterati<https://www.litterati.org/>'.

Dear ARC folks,
The Tonto National Forest (TNF) has prepared a “Draft ForestPlan” and an associated draft Environmental Impact Statement (DEIS). 
The Conservation Committee of the Arizona Riparian Councilis preparing comments on this DEIS and Draft Forest Plan.  Comments to TNF are due by March 12, 2020.

The Committee invites members of the Council to participatein the preparation of ARC’s comments. You can participate by reviewing the massive TNF documents, but focus especiallythe much smaller sections pertaining to the impacts and proposed management ofstreams, springs, watersheds, and riparian areas.  We’re reviewing two separate documents: thedraft plan, and the DEIS.

Dear Lovers of Arizona's Riparian Areas-

As part of the Tonto's Forest Plan Revision I have been reviewing their Wild and Scenic River eligibility analysis. I have some concerns with their process, one of them being that they have downgraded rivers from their previously eligible status despite the fact that recreation, drought, and livestock stress is higher than ever and little has actually changed to justify that these rivers are no longer are worthy of eligibility.

Surprise is hosting a free water conservation and resource InfoShare meeting in partnership with the AZWater Association's Water Conservation Committee on Wednesday, February 12, 2020 at the Surprise GateWay Training Center.

We will have presentations on the history of water in Arizona, as well as share information during a roundtable, hear a professional development presentation about bullet journals, and participate in a panel discussion about water and land use planning. We will then travel to Peoria to tour the Greenway WTP.

Natural Resource Professionals Needed - Arizona Envirothon is seeking
volunteers for Saturday, April 4 to be judges at its 2020 competition at the
R-C Scout Ranch (about 19.5 miles east of Payson). Envirothon is a natural
resource education program for high school students. Students from high
schools throughout Arizona form 5-member teams to compete in this hands-on
outdoor competition. They must demonstrate their knowledge, understanding
and problem-solving skills in natural resource areas including agriculture,

"The State supports the proposed rule and thanks the EPA and USACE for their diligent work to produce a rule that is much clearer, and in our opinion, more consistent with the congressional intent of the Clean Water Act...."

"Assignment of jurisdictional status to ephemeral waterways under the current rule--especially the "braided channels" commonly associated with alluvial fan systems commonly found throughout the State--can strip a parcel of sufficient contiguous farmable or developable land. A crop farmer or residential homebuilder can find their land rendered virtually unusable and worthless, making a WOTUS jurisdictional determination a regulatory taking without compensation."

My response would be:The alternative to the ADEQ comment is to allow the landowner to ignore natural processes at play in the ephemeral waterway, "take" the channel in question by farming or developing it (placing the land at great risk of being flooded), and expecting that flows will somehow find their way exclusively to whatever other braids are available.  The ADEQ and landowners' expectations are entirely unrealistic, hydrologically unsound, risk contaminating the remaining waterways and lands with eroding materials, damages the functions of the riparian ecosystem, and pushes the problem off onto surrounding landowners and the public.  This is bad

The article linked below explains that, despite its denials, the administration has looked at how many ephemeral streams and wetlands would lose CWA protection under the proposed rule, and it's a lot, especially within the "Arid West." The article includes a link to a 2017 Corps slideshow that was obtained thru a FOIA request - it shows the breakdowns of intermittent, ephemeral and perennial streams that are likely to lose protection.

and migration are always found in riparian corridors in the Southwest. While
the monarch overwintering population in Mexico rebounded a bit this year,
the Western Monarch Thanksgiving Counts in California reached an all time
low. In response to popular demand, the Southwest Monarch Study is offering
a "Project Monarch Recovery Workshop" on March 2 from 9 a.m. to 3 p.m. A $10

Hi, this is the result of a recent study of a mesquite thicket on abandoned farm fields that was thinned 19 years ago. It may have relevance for other emerging mesquite forests that are colonizing disturbed areas.

Today the U.S. Army Corps of Engineers announced new national guidance that is likely to accelerate the removal of obsolete dams to meet the goals of the Clean Water Act. The guidance is relevant for smaller culverts, not just large dams.

Dams and other obstructions adversely affect stream functions by altering the stream's hydrologic, sediment transport and nutrient cycling processes. Removing dams and other obstructions can, to a substantial degree, reverse the impacts of those structures on riverine systems and provide environmental benefits while concurrently addressing public safety concerns associated with aging infrastructure. The Arizona Navigable Stream Adjudication Commission has completed all of its evidentiary hearings regarding the Gila, Salt, San Pedro, Santa Cruz, and Verde Rivers, and last Thursday, June 28, 2018, the Commission approved and signed the reports for these five rivers. Don’t be confused by the name. ANSAC’s work relates to establishing streambed land ownership (title), not water rights or the Corps’ of Engineer’s jurisdiction. The purpose of ANSAC’s work is “to help clear more than 100,000 clouded property titles” according to ANSAC’s website.

The Tesoro Nueve acquisition contains portions of Buehman Canyon, an Outstanding Arizona Water. Buehman Canyon is a tributary to the San Pedro River and is thought to be an important water sources to that regionally significant river. The riparian vegetation hosts a huge array of species, including the federally listed yellow-billed cuckoo. Black bears, and troops of coati use the area, as well as many other species. The uplands as well as riparian area are part of a state-recognized wildlife corridor linking the Santa Catalina and Rincon Mountains to the Galiuro Mountains.

Last November, the endangered Gila topminnow, a native Sonoran Desert fish, was discovered in the Santa Cruz River in Tucson. Now a team of artists, scientists, and advocates is celebrating its return home.

A pair of public events in Tucson will include a party featuring a commemorative Gila Topminnow cocktail at EXO Bar and a costumed bicycle ride. Project collaborators encourage the public to share photos of the fish, artwork, and related activities on social media with the tag #GilaTopminnow.

Dear arborists, sustainability and riparian contacts,

We are about to run a Green Infrastructure assessment at PAG to create a
regional plan.

We are looking for height to include in the definition of arid-land
vegetation canopy that can be used as a standard. We are looking for
consensus among expert contacts, sources of information that define average
canopy in the desert, or sources that have already set a standard for the
lower threshold defining canopy of desert trees (i.e. minimum height at
which vegetation should be considered canopy).

regarding the Villages at Vigneto proposed mega-development along the San
Pedro. I work at Tucson Audubon Society and we are part of the six NGO

Country News carried a print version of the article on the massive
development proposed near the San Pedro River near Benson. The hard copy

Have everyone read the High Country News article. I am also sending separately journal articles that you might find useful. You could even contact some of the authors for advice.

Restoration Project, which focuses on non-native woody invasive removal,
mainly Russian olive, along the Escalante River and its tributaries in

our Summer Field School announcement. We're excited to share this

Hello Southwestern Watershed Stewards,

A few of us in Sonoita Creek are looking into developing a plan to conduct
restoration on a watershed scale. Rather than reinventing the wheel, we'd
love to see what's already been done.

Do any of you know of groups that have planned and implemented riparian
restoration projects at the scale of a watershed? If so, please share their
information.

We have done several of those types of things. From a sediment and channel morphology perspective you are pretty well served by the WARSSS methodology or some variation of it. The EPA website has a lot of information about that method of assessment. If you have any questions, don’t hesitate to call
